The bi-national Lesotho Highlands Water Project

HEAD OF DEVELOPMENT AND OPERATIONS (Maseru based) |

Qualifications: Degree
in engineering or social/environmental/natural sciences, plus a
post-graduate qualification in business or project management. Minimum Experience: 7
years’ experience as a senior manager of a water/electricity utility. The
candidate must have experience in the operation and maintenance of dams,
hydropower stations and associated facilities. Experience in the
implementation of social/environmental programmes would be an advantage. |

Purpose: ·
Management of the Development
and Operations Division for optimal performance in the planning, direction,
coordination and supervision of three Area Branches and the Project Manager,
Special Projects to ensure safe, reliable and economic delivery of
quantitative and qualitative water and generation of electricity; ·
Effective/efficient
implementation of social and environmental obligations as set out in the
policies, strategies, plans and projects developed by the Strategic and
Corporate Services Division. Major Tasks & Performance Requirements: ·
Reports to the Chief
Executive and participates in decision making as a member of the Executive
Team regarding developmental and operational issues. ·
Leads the Divisional
Management Team in developmental and operational business planning, identifying
the information, performance indicators and strategic options required for
Board decisions. ·
Manages and leads the three
area branches at Katse, ‘Muela and Mohale and Special Projects to ensure
reliable and economic delivery of water, the generation of hydro-electricity
and the implementation of social and environmental obligations and
initiatives. ·
Ensures liaison between
divisions/branches to implement integrated plans regarding water transfer and
delivery, hydro-electricity generation and socio-economic programmes. ·
Develops and manages the
budget for the Division and provides input to the overall annual budget. ·
Executes and monitors the
performance management processes of the Division, Branches and Special
Projects. ·
Ensures that quarterly risk
assessments are carried out and ensures that all HR, IT and financial
policies, procedures and systems are understood and implemented by Branch and
Special Project Managers. ·
Ensures that key divisional
staff receive the training necessary to maintain optimum efficiency; ·
Requires good leadership
skills, computer literacy as well as good communication & interpersonal
skills. |

responsibilities in an efficient, sustainable and cost effective manner. Major Tasks & Performance Requirements: · Reports to the Chief Executive and participates in decision-making as
a member of the Executive Team, particularly on strategic and business issues
relating to the planning, monitoring and evaluation of operations, as well as
finance, human resources and IT. · Leads the divisional management team in the formulation and
coordination of divisional strategy and business plans, identifying the
information, performance indicators and strategic options required for Board
decisions. · Oversees support to the Development & Operations Division in
respect of, firstly, planning for the transfer and delivery of a
specified quantity and quality of water, generation of an imputed level of
hydro-electricity, discharge of socio-economic obligations to communities
affected by the LHWP and conservation of the environment and, then, monitoring

Purpose
of the Job: To
ensure effective implementation, management and coordination of the Highlands
Natural Resources & Rural Income Enhancement Project (HNRRIEP) in
accordance with Loan and Protocol Agreements between the Government of
Lesotho and the African Development Bank (ADB). Major Tasks & Performance Requirements: ·
Reports to the Head of
Development & Operations Division; ·
Develops 5 year operating
plan for the HNRRIEP project; ·
Prepares integrated HNRRIEP
business plan and budget for approval by LHDA and the ADB and then ensures

Extensive experience of

The bi-national Lesotho Highlands Water Project
(LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA)
is aimed at harnessing the water resources of the highlands of Lesotho for the
mutual advantage of Lesotho and the Republic of South Africa .
The Lesotho Highlands
Development Authority (LHDA) was set up to implement and
operate that part of the LHWP that falls within the borders of Lesotho. LHDA has embarked upon a restructuring
process and is consequently looking for suitably qualified, dynamic individuals
to head up the new organisation structure.

HUMAN RESOURCE BRANCH MANAGER (Maseru based) |

Qualifications: Degree
in HR management or equivalent. A post-graduate degree in industrial
psychology or equivalent would be an advantage. Minimum Experience: 7
years’ experience as a senior HR manager, encompassing HR planning,
organisational design and recruitment, performance and reward management,
staff development and labour relations are critical. |
|
Purpose: To develop and maintain a Human
Resource Branch that, within the strategic focus and policies of LHDA, sets
out the HR policies and procedures and creates a person-centred organisation
that values staff but also ensures a stable and disciplined work environment. Major Tasks & Performance Requirements: ·
Reports to the Head of Strategic
& Corporate Services Division and, as a member of the LHDA planning and
management team, liaises with all Branches; ·
Implements the approved
organisation & manpower transformation programme for LHDA; ·
Develops and implements a cost
effective human resource development plan for LHDA, including a performance
management system, individual personnel development plans, a management
development programme and service delivery; ·
Ensures effective implementation
of a ‘Cost to Company’ reward strategy; ·
Establishes and ensures
implementation of human resource and industrial relations best practice; ·
Develops the Branch business plan
and budget in consultation with Section Heads, and then ensures cost
effective implementation within the approved mandate; ·
Promotes a positive corporate
culture throughout the organisation; ·
Requires good communication &
interpersonal skills. |

LEGAL SERVICES SPECIALIST (Maseru based) |

Qualifications: LLB
Degree Minimum Experience: 7
years’ practical post-graduate experience, demonstrating ability to function
effectively as legal advisor to LHDA. Experience in contracts, labour law
and/or corporate secretarial work would be an advantage. The candidate should
be admitted to practice in the courts of Lesotho. |

Purpose: To provide general advice on
contracts, insurance, the labour code and corporate secretarial matters. Major Tasks & Performance Requirements: · Reports to the Chief Executive;
· Provides general advice to LHDA on contracts, arbitration matters and
labour law, provides representation for LHDA in court, either directly or by
referral to external lawyers, and provides corporate secretarial services to
the LHDA Board; · Prepares insurance policies, procedures and reports and ensures the
implementation of all necessary insurances; · Manages the process of applying for and obtaining leases and land
titles; · Provides inputs to the budget of the Office of the Chief Executive; · Good communications and interpersonal skills. |

years’ experience of managing both the implementation of IT systems’ projects
and IT operations. |

Purpose: To manage and control
development and maintenance of information systems that support the current
and future business needs of LHDA and manage and administer the Information
Systems component, that is charged with implementing this mandate. Major Tasks &Performance Requirements: ·
Reports to the Head of Strategic
& Corporate Services Division and liaises with all LHDA Branches in
respect of their IT requirements; ·
Develops options for LHDA’s IS
strategy and advises the Executive on the appropriate information systems and
technologies to be deployed; ·
Develops business plan and budget
for LHDA’s IS operations and then ensures cost effective implementation within
the approved mandate; ·
Cost-benefit review of present SAP systems and possible alternatives; ·
Implements appropriate IT security
for all LHDA systems; and ·
Ensures cost effective management
of Information Systems to enable quality delivery of information and library
services. |
